भ्रष्‍टाचार के खिलाफ लोहा गरम है

भ्रष्‍टाचार भारतीय समाज समेत सभी जनतांत्रिक और गैर-जनतांत्रिक देशों की राष्‍ट्र-निर्माण की प्रक्रिया की सबसे बडी चुनौती है. भ्रष्‍टाचार का अर्थ निजी हितों के लिए सार्वजनिक पदों का दुरुपयोग है. हमारी नई सत्‍ता व्‍यवस्‍था राजनीतिक समानता, सामाजिक और आर्थिक न्‍याय, परस्‍पर भाईचारा और राष्‍ट्रीय एकता के आधार पर बनाना चाहते हैं, इसमें अगर हमारे ही वोट से पदों पर बैठे हुए लोग, हमारे ही संविधान के अंतर्गत कार्यपालिका और न्‍यायपालिका का विभिन्‍न पदों पर बैठे लोग, हमारे ही पैसे में गबन करें, हमारे ही विकास में बाधक बनें, हमारी ही गठरी में चोरी करें तो यह हमारी राजनीतिक और सैद्धांतिक पराजय का क्षण हो जाता है. संपन्‍नता के समाज में तो भ्रष्‍टाचार और जनतंत्र का कोई रिश्‍ता हो सकता है, लेकिन गरीबी, जनतंत्र और भ्रष्‍टाचार साथ-साथ नहीं चल सकते. इसलिए मैं भ्रष्‍टाचार को किसी वर्ग विशेष, दल विशेष या काल विशेष की समस्‍या न मानकर इसे जनतंत्र निर्माण की सबसे बडी समस्‍या, सबसे बडी चुनौती के रूप में देखता हूं. यह आग और पानी जैसा संबंध है. अगर जनतंत्र की ज्‍वाला को प्रज्‍जवलित करना है तो भ्रष्‍टाचार से हमें अपने को दूर रखना पडेगा. अब सवाल यह उठता है कि भ्रष्‍टाचार के कारकों में इधर, एकाएक इतनी बढोतरी क्‍यों हो गई? इसका जवाब ये है कि तमाम कमियों के बावजूद आजादी के बाद के दिनों में जो पहली पी‍ढी शासकों की बनी, वह सादगी और स्‍वाबलंबन से जुडे रास्‍ते पर चलने के लिए प्रतिबद्ध थी. इसी क्रम में उसने सत्‍ता के लिए संपत्ति के संचय को जरूरी नहीं माना. लेकिन पिछले 25 सालों में सत्‍ता अपने आप में एक लक्ष्‍य बन गई है. जिसके हाथ में सत्‍ता है, उसके दरवाजे पर बहुदेशी कंपनियों से लेकर देशी निहित स्‍वार्थों की लंबी कतारें लग जाती हैं. उनके सिद्धांत, दर्शन और राजनीतिक दिशा से इन तबकों का कोई वास्‍ता नहीं है. वे अपने ता‍त्‍कालिक हितों के लिए सत्‍ताधारियों की सेवा में बहुत कुछ समर्पित करने को तैयार रहते हैं. क्‍योंकि राजनीति अब तात्‍कालिक गठजोड के आधार पर सत्‍ता पाने की सीढी बन गई है, इसलिए इसमें साम-दाम-दण्‍ड-भेद, सबका इस्‍तेमाल बाजिव हो गया है. पहले राजनीति राष्‍ट्र-निर्माण का मोर्चा थी, अब राजनीति सत्‍ता की भूख से व्‍याकुल कुर्सी झपटने और कुर्सी से लिपटने की लडाई हो गई है. ये गुणात्‍मक अंतर आया है. खुलेआम पूंजीवाद की तरफ जाना, खुलेआम मुनाफे और संपत्ति संचय को आदर्श बनाना राजनीति में एक बडे बदलाव के तौर पर देखा जा सकता है. इसका यह अर्थ नहीं है कि भ्रष्‍टाचार के निदान के लिए हमें नई आर्थिक नीतियों के बदलने तक का इंतजार करना चाहिए. ये नीतियां तो अपने अंतर्विरोधों के कारण देर-सवेर बदलेंगी ही. लेकिन इनके बदलने के बावजूद भ्रष्‍टाचार राजनीतिक कलाकौशल का, संसदवादी प्रयासों का एक अनिवार्य अंग बनता जा रहा है. यह आगे के दिनों में भी एक लंबी परछाई की तरह हमारे सार्वजनिक जीवन में बना रहेगा.

     जैसा राजनीतिक परिवर्तनों के लिए चलने वाले आंदोलनों के इतिहास में हुआ है, हर नई लडाई पुरानी लडाई की बेटी जैसी होती है. उसकी सफलताएं और असफलताएं पिछली लडाइयों के दौरान सीखे गए सबकों से जुडते हैं. आज अन्‍ना हजारे, रामदेव, अरविन्‍द केजरीवाल, प्रशांत भूषण से लेकर गांव-कस्‍बे में सूचना के अधिकार का इस्‍तेमाल करने वाले अनाम जनहितकारी जनसंगठनों औ व्‍यक्तियों की लंबी कतार का प्रस्‍थान बिंदु 1974 का जयप्रकाश नारायण जी के नेतृत्‍व में चला भ्रष्‍टाचार विरोधी आंदोलन है. जयप्रकाश जी के आंदोलन का मूल 1973-74 के गुजरात और बिहार के विद्यार्थियों की भ्रष्‍टचार के खिलाफ बगावत थी. इस मायने में आज की इस लडाई को उस महागाथा का एक नया अध्‍याय मानता हूं. इन सबके मूल में राष्‍ट्रीय आंदोलन के बलिदानियों की लंबी कतार है जिन्‍होंने निस्‍वार्थ भाव से उस समय के भ्रष्‍टाचारियों का मुकाबला करते हुए आने वाले दिनों की आशा में उन्‍होंने उस समय मौत से लेकर जेल की चीखों तक का वरण किया. वह आंदोलन जो गांधी, भगतसिंह के बीच के व्‍यापक दायरे से पैदा ऊर्जा से चला था, जिसके बलिदान ने एक पूरी नई पीढी तैयार की थी, उनके आत्‍मविश्‍व‍ास और आत्‍मबल के कारण भारत विदेशी जमातों की जकड से आजाद हो सका था. इसके बाद आज की लडाई जयप्रकाश जी के संपूर्ण क्रांति आंदोलन से जुडती है.

एक मायने में यह लडाई अलग इस तरह से है कि आज समूचा राजनीतिक तंत्र इस लडाई के आह्वान और संबोधन से बाहर है. जयप्रकाश जी के जमाने में राजनीतिक कार्यकर्ताओं में से सदाचारी और भ्रष्‍टाचारी की पहचान हो जाती थी. सदाचारियों का बहुमत था, भ्रष्‍टाचारियों का अल्‍पमत था. आज समूची राजनीतिक जमात दुर्योधन दरबार जैसी दिखाई पडती है. झंडा किसी रंग का हो, शासन में आने के बाद सबकी चाल एक जैसी हो जाती है. सबके चेहरे पर अवैध कमाई की चिकनाहट दिखाई पडने लगती है. सभी दल सत्‍ता हासिल करने के लिए काले धन के इस्‍तेमाल से मोहब्‍बत करने लगे हैं. मॅनीपॉवर, मसलपॉवर और मीडिया पॉवर, यानी धनबल, बाहुबल और प्रचार बल- इस त्रिकोण में वे लोकतंत्र की आत्‍मा का हनन करने में भी संकोच नहीं करते. इसलिए मैं इस लडाई को चिंता की दृष्टि से देखता हूं. अगर ये लडाई सफल हुई तो ये सिद्ध हो जाएगा कि राजनीतिक जमातें हमारे देश की दुर्दशा में समाधान की जगह व्‍यवधान है. और अगर ऐसा निर्णय निकला तो यह जनतंत्र की सबसे बडी जरूरत राजनीतिक चेतना, राजनीतिक जिम्‍मेदारी, राजनीतिक कर्म को पूरा करने में हमारा समाज लंबे समय तक अक्षम हो जाएगा. भारतीय समाज में जनतांत्रीकरण राजनीतिकरण के बाद ही संभव है. आज की राजनीति जनतांत्रीकरण की साधक की बजाय बाधक हो रही है. आज की संसद जनतंत्र को गहरा करने के बजाय उसकी जडों में जहर डाल रही है. लेकिन आने वाले समय में अगर हमें जनतंत्र की जरूरत है तो चुनाव की भी जरूरत होगी, चुनाव होंगे तो दल होंगे, दल होंगे तो उनकी आपसी होड होगी, और होड होगी तो उसमें युद्घभाव होगा या राष्‍ट्रनिर्माण का भाव होगा, यह आज तय करना जरूरी है.

आज की लडाई की सफलता का एक बडा आधार यह होगा कि जनलोकपाल बिल और सरकारी लोकपाल बिल में से कौनसा आता है. जब-जब समाज में ध्रुवीकरण होता है तो दोनों ही पक्षों के शुभ एक-दूसरे से मिल जाने की संभावना रखते हैं. कभी-कभी दोनों पक्षों का अशुभ भी एक-दूसरे से मिल जाता है. क्‍या दिल्‍ली से लेकर बैंगलोर तक फैली ये सोने की लंका, जो कालेधन से बनी है, का दहन होगा और गांव और गरीब की भूमि पर नया समाज बनाने के लिए प्रतिबद्ध राजनीतिज्ञों की जमात अपने-अपने दलों पर फिर से कब्‍जा कर लेगी, यह एक बडा प्रश्‍न है. इसमें अन्‍ना हजारे जैसे लोगों को ध्‍यान देना पडेगा. भ्रष्‍टाचार का एक बडा कारण राजनीतिक जमातों में नैतिकता का अवमूल्‍यन है. जो साधन की शुचिता का ध्‍यान रखते थे, वे चुनाव हारने लगे हैं. इसके माध्‍यम से एक व्‍यावहारिक अस्तित्‍वादी संकट पैदा किया गया है. केवल सत्‍ता में बैठे लोगों को नियंत्रित करने के लिए हमें कानून नहीं चाहिए, इसके साथ सत्‍ता को चलाने वाली समूची राजनीतिक संस्‍कृति को भी हमें फिर से शुद्ध करना पडेगा. इसके लिए चुनाव प्रक्रिया में सुधार आवश्‍यक हैं.

मैं इस ताजा लडाई के प्रति हार्दिक शुभकामना रखते हुए इसके अधूरेपन के प्रति गहरी आशंका भी रखता हूं. इसके लिए अन्‍ना हजारे की तरफ देखना, उनके कंधे पर सारी जिम्‍मेदारियों डालना, गैर-जिम्‍मेदारी होगी. इस समय लोहा गरम है. देश की सारी लोकतांत्रिक ताकतों को भ्रष्‍टाचार के खिलाफ शंखनाद करने का इससे अच्‍छा समय नहीं आएगा, जो जहां है वहां अन्‍ना हजारे बने. दर्शकदीर्घा में खडे लोग इस आंदोलन की अगली कडी बनें. यह जयप्रकाश आंदोलन के जैसा विकेन्द्रित आंदोलन है. समुद्र की लहर जैसा ये उठ रहा है और मामूली बूंद आकाश तक उछलने की क्षमता रख रही है, बशर्ते वह स्‍वयं पवित्र जल की बूंद हो.

लोकतंत्र और वर्तमान राजनीतिक परिदृश्‍य

इस समय एक साथ सूर्योदय और सूर्यग्रहण जैसा दिखाई पड रहा है. खगोलशास्त्रियों की दृष्टि में ये असंभव वैज्ञानिक घटना होगी लेकिन समाज-वैज्ञानिकों की दृष्टि में एक तरफ जनता के बीच में आशाओं के हनन और निराशाओं के बादल घिरने के कारण एक असाधारण अभिव्‍यक्ति का दौर अन्‍ना हजारे के अनशन के बहाने शुरू हुआ, जो स्‍वामी रामदेव के अनशन से होते हुए अन्‍ना के दूसरे अनशन तक लगभग तीन-चार महीने आत्‍ममंथन के रूप में देश की स्‍मृति में एक महत्‍वपूर्ण स्‍थान बना चुका है. यह भारतीय लोक का आत्‍मसाक्षात्‍कार है जिसमें वो अपनी ही बनाई जनतांत्रिक व्‍यवस्‍था, अपने ही वोट से चुने हुए दलों के नेताओं और जनप्रतिनिधियों के अत्‍यंत अस्‍वीकार्य आचरण को लेकर मर्माहत हैं और मोहभंग के दौर से गुजर रहे हैं. मोहभंग के बावजूद आशा का भी एक नया अध्‍याय शुरू हुआ है क्‍योंकि सिवाय नाराजगी के और कुछ भी करना है. इसमें दो स्‍पष्‍ट लक्ष्‍य बन गए हैं- चुनाव सुधार और चुने हुए जनप्रतिनिधियों तथा संविधान के जरिए ताकत पाने वाले अधिकारियों की मनमानी पर रोक लगाना. इन लक्ष्‍यों को पूरा करने के लिए एक कानूनी दृष्टि से स्‍वीकार्य मसविदा भी पेश हो गया है. इस माने में अब रामलीला मैदान के जरिए जनता के दरबार में जनप्रतिनिधियों की पेशी हो गई है. इसने पूरे देश में तमाम प्रकार की प्रतिक्रियाएं पैदा की हैं, जो लोकतंत्र का आत्‍ममंथन भी है और इस समय एक नया देवासुर संग्राम भी है. क्‍योंकि खुले तौर पर भ्रष्‍टाचार के पक्षधर और भ्रष्‍टाचार से पीडित आमने-सामने हो गए हैं. यह अलग बात है कि भ्रष्‍टाचार के पक्षधर बिल्‍कुल दुर्योधन दरबार की शैली में अहंकार के अट्टाहास लगाते दिखाई पड रहे हैं. व्‍यंग्‍य कर रहे हैं, आरोप लगा रहे हैं, मुकदमे मढ रहे हैं और दूसरी तरफ असहायता की अंतिम सीढी पर अन्‍ना हजारे जैसा एक जनप्रवक्‍ता खडा दिखाई पड रहा है जिसके इर्द-गिर्द मुट्ठीभर आदर्शवादी समाजसेवी और असंख्‍य शुभचिंतक हैं.

      दूसरी तरफ सूर्यग्रहण इस मायने में हो रहा है कि देश की के‍न्‍द्रीय और राज्‍य सरकारों में नीतिहीनता का चरमबिंदु दिखाई पड रहा है. इसको अंग्रेजी में पॉलिसी पैरालिसिस भी कहा जा रहा है. सरकारों में परस्‍पर समन्‍वय का अभाव है- केन्‍द्र और राज्‍यों के बीच में. केन्‍द्र की सरकार और राज्‍यों की सरकारें एक ही मुद्दे पर अलग-अलग स्‍वर से बोल रही हैं. इस सबका सारांश सर्वोच्‍च न्‍यायलय के नोटिस पर भारत सरकार के विशेषज्ञों की सर्वोच्‍च समिति अर्थात योजना आयोग द्वारा पेश यह बयान है कि अगर आज के हालात में कोई भी व्‍यक्ति 25 रूपये दैनिक से ज्‍यादा की खर्च की क्षमता रखता है तो उसे गरीब नहीं मानना चाहिए. इसी के समानांतर यह सच भी सामने आ चुका है कि देश के 77 फीसदी लोग 20 रुपया रोज से ज्‍यादा की आय क्षमता नहीं रखते. दूसरी तरफ भारत की केबिनेट में केन्‍द्रीय सरकार के 77 फीसदी मंत्री करोडपति और अरबपति हैं. इस विडंबना का क्‍या समाधान हो सकता है, इसको हम आने वाले चुनाव के संदर्भ में जरूर ध्‍यान में रखें क्‍योंकि जनता के बीच में अक्‍सर छोटे सवालों के आगे बडे सवाल ध्‍यान से उतर जाते हैं. जैसे, भाषा का सवाल, रोजगार का सवाल. विभिन्‍न जातियों द्वारा आरक्षण की मांग से जाहिर हो गया है कि हिस्‍सामार की राजनीति हो रही है. टुकडे-टुकडे की राजनीति हो रही है. इसमें एक समग्र दृष्टि, अर्थात मोहभंग से पैदा एक नए विकल्‍प का आवेग पूरी भारतीय जनता के लिए एक लंबी छलांग जैसा मौका है जिसमें औरत का दर्द है, पिछडे का दर्द है, दलित की तकलीफ है, गरीब सवर्णों का स्‍वर है, और कुल मिलाकर जनसाधारण की आवाज है. बहुत दिनों बाद लघुमानव महामानवों से पंजा लडाने की जुगत लगा रहा है. लोकतंत्र लघुमानव का ही तंत्र है. जाने-अनजाने पिछले 20 साल के उदारीकरण ने किसानों के दाम की लूट की, आदिवासियों की जमीन पर कब्‍जा किया, मध्‍यवर्ग को मृगमरीचिका में फंसाया. अब जब यह सब अमेरिका में ही नहीं चल पा रहा है, फ्रांस, जर्मनी, इंग्‍लैण्‍ड में ही जब इसकी बार-बार जांच हो रही है, तो भूमंडलीकरण का नशा अब भारत के आम मतदाता के लिए काम की चीज नहीं रह गई है.

      इसी तरह से पिछली सरकार की असफलताओं के बाद जो संयुक्‍त प्रगतिशील गटबंधन में कांग्रेस का हाथ आम आदमी के साथ का आश्‍वासन दिया था और उसके बाद महात्‍मा गांधी ग्रामीण रोजगार गारंटी योजना, शिक्षा का अधिकार, सूचना का अधिकार आदि को कानून बनाया तो एक उम्‍मीद थी कि ये सुधर रहे हैं. ये बेहतर हो रहे हैं. सचमुच आम आदमी की पीडा इनके मन को छू रह है. लेकिन अन्‍ना हजारे के अनशन से यह सब एक स्‍वांग जैसा साबित हुआ है. अगर कपिल सिब्‍बल से लेकर राहुल गांधी तक सब एक स्‍वर से आम आदमी की आवाज को बल देने के लिए अन्‍न त्‍याग कर चुके अन्‍ना हजारे पर इतना खुला हमला करने का दुस्‍साहस करते हैं तो यह कहने में संकोच नहीं करना चाहिए कि सत्‍ता का नशा चारों तरफ फैल गया है.

      इसी तरह से गैर-कांग्रेसी दलों की तरफ से फिर से ढोंग की राजनीति करने का दुस्‍साहस किया जा रहा है. 2002 से लगातार, पहले आम नागरिकों के प्रति, उसके बाद उनके प्रति हमदर्दी रखने वाले पुलिस-प्रशासनिक अधिकारियों को तरह-तरह से प्रताडित करने के बाद नरेन्‍द्र मोदी ने तीन दिन का सद्भावना उपवास रखा. दुर्भावना की राजनीति को सद्भावना की मुलम्‍मेबाजी से छिपाने की कोशिश किसके लिए की जा रही है? नरेन्‍द्र मोदी जैसे राजनेता राजधर्म को नहीं जानते, यह उनके आका भी स्‍वीकार कर चुके हैं. बजाय प्रायश्चित्‍त स्‍वरूप सार्वजनिक जीवन से सन्‍यास लेने के वह दिल्‍ली पर भी अपनी निगाह गडाने का साहस कर रहे हैं. मुझे लगता है कि नरेन्‍द्र मोदी जैसे लोग देश के लिए एक खास तरह की चुनौती हैं. वे ये समझते हैं कि आम आदमी की याददाश्‍त नहीं है, समझ नहीं है और आम आदमी को भुलावे में डाला जा सकता है.

      इसी के समानांतर दलित अस्मिता को नया आयाम देने वाली उत्‍तर प्रदेश की नेता और चौथी बार मुख्‍यमंत्री सुश्री मायावती भी संविधान और भारतीय राष्‍ट्र-निर्माण की चुनौतियों को दरकिनार करके प्रलाप जैसी स्थिति में पहुंच गई हैं. दलितों के आरक्षण में सुधार की बजाय वोट की तलाश में कभी वे सवर्णों को आरक्षण का आश्‍वासन दे रही है तो कभी मुसलमानों को. और जो आरक्षण पिछडे मुसलमानों और गरीब सवर्णों के लिए हैं, जो वायदे दलित और आदिवासियों के लिए हैं, औरतों के लिए हैं, उनकी पूरी अनदेखी करते हुए एक के बाद एक पत्‍थर की मूर्तियों का सिलसिला बना रही हैं. इनका मुकाबला करने वाली पार्टियों की तरफ से भी कोई ताजी दृष्टि नहीं आ रही है. वही वोट बैंक की राजनीति, वही अपराध और कालेधन का संयोग और उसके बाद चुनाव में लोक-लुभावन नारों के जरिए मतपेटियों को भरने का सपना.

      मैं समझता हूं कि भारतीय जनतंत्र अत्‍यंत नाजुक दौर से गुजर रहा है, जिसमें जनता और नेता के बीच इतनी दूरी शायद आपातकाल के 19 महीनों के बाद कभी नहीं थी. जब जनता और नेता के बीच दूरी होती है तो दो ही संभावनाएं हैं- नेता जनता को अपने मोहपाश में बांधे और गलत इरादों और गलत लक्ष्‍यों की तरफ पूरी राष्‍ट्रशक्ति को झौंक दे, जैसा हिटलर ने जर्मनी के संकट के समाधान के तौर पर पेश किया था और छह बरस तक जर्मन जनता को अपनी उंगलियों पर नचाता रहा. या जनता एक पीढी को इन्‍कार करती हुई नए नेतृत्‍व की ओर मुडे और जमीन से जनसेवकों की गहरी जडों वाली राजनीति को अपनी मुहर लगाए जैसा 1974-77 के दौर में लोकनायक जयप्रकाश की अगुवाई में जनता ने करने की कोशिश की थी. उससे भी पहले 1921 में महात्‍मा गांधी के नेतृत्‍व में उन्‍होंने एक नए तरह के राजनीतिक व्‍याकरण की रचना की थी.

      मैं आशावादी हूं क्‍योंकि 1950 से आज तक निराशा के गहन क्षणों में से ही आशा का सूरज उगता हमने देखा है. ये 1964-67 में हुआ, 74-77 में हुआ, 89-91 में हुआ, इस बार क्‍यों नहीं होगा? जो नजीजे हाल के चुनाव में बंगाल से आए, केरल से आए और कुछ उपचुनावों से आए, उससे पूरी तरह से आश्‍वस्‍त होने को मन करता है कि अगले दो बरस में राज्‍य सरकारों के चुनाव में और फिर केन्‍द्र की सरकार के चुनाव में हम सब अत्‍यंत विवेकसम्‍मत निर्णय प्रस्‍तुत करके अपने लोकतंत्र की लाज बचाएंगे और जनसाधारण के हो रहे नित्‍य अपमान से उसे मुक्ति दिलाएंगे. इन नेताओं का क्‍या होगा, कहना मुश्किल है. अगर हम सब सक्षम, समर्थ, सक्रिय, संगठित और संयमित रहे तो अधिकांश लोगों को मुकदमों में अपनी सफाई देनी पडेगी और उनमें से ढेर सारे लोगों को अपने किये की सजा के विभिन्‍न कारागारों में भुगतनी पडेगी.

सही विकल्‍प की तलाश में दुनिया

पूंजीवाद के नए और अत्‍यंत आकर्षक अवतार के रूप में भूमंडलीकरण के झंडे के नीचे विश्‍व की बडी कंपनियों और औद्योगिक राष्‍ट्रों ने पिछले बीस बरस से जो मायानगरी बनाने की कोशिश की थी, आज वह अपनी नाभि में ही तीव्र पीडा और गंभीर रोगों से ग्रस्‍त दिखाई पड रही है. आज से बीस साल पहले जब भूमंडलीकरण के भविष्‍य को लेकर, विशेषतौर पर श्रमजीवी जमातों की हितरक्षा के सवाल पर, जब चिंताएं प्रकट की गईं थी तो इसको निराशावादियों का प्रलाप कहा गया था. यह माना गया था कि आज की दुनिया कंप्‍यूटर और इंटरनेट के जरिए एक-दूसरे से कुछ इस तरह से जुडेगी कि शोषण, विषमता और निर्भरता- पूंजीवाद के ये तीनों सनातन सत्‍य प्रासंगिक नहीं रह जायेंगे. एक बराबरी की दुनिया बनेगी, जिसमें इंटरनेट और कंप्‍यूटर पूंजी और ज्ञान के क्षेत्र में विषमताओं को दूर करने में प्रबल सहायक बनेंगे. टेक्‍नोलॉजी को नए ईश्‍वर के तौर पर पेश करने वाला यह तर्क आज पूरी तरह से बेपर्दा हो चुका है. क्‍योंकि न सिर्फ एशिया, अफ्रीका और लैटिन अमेरिका की परिधि पर टंगे हुए राष्‍ट्रों के लोग, बल्कि अब इस उदारीकरण और भूमंडलीकरण की धुरी में स्‍थापित श्रमशक्ति से जुडे लोगों का स्‍वर पूरी तरह से मोहभंग का हो चुका है. कल तक यह कहा जा सकता था कि भूमंडलीकरण की संभावनाओं और इसकी शक्ति का उन लोगों को कोई अंदाज नहीं है जिन्‍होंने कंप्‍यूटर की शिक्षा नहीं पाई, अंग्रेजी नहीं पढी और औद्योगिक क्रांति संपन्‍न करने में असफल रहे. इसीलिए जब प्‍लाचीमाडा और कलिंगनगर में आदिवासी स्‍त्री-पुरुष अपनी जान की बाजी लगाकर भूमंडलीकरण का विरोध कर रहे थे तो दुनिया ने विशेष ध्‍यान नहीं दिया, लेकिन अब तो वॉल स्‍ट्रीट पर ही कब्‍जा करने का अमरीकी लोगों का अभियान चल रहा है और अमेरिका की देखा-देखी बाकी पूंजीवादी देशों में भी हाशिए पर फेंके जा रहे लोग, विशेषतौर पर युवाओं की तरफ से, खुलेआम इस व्‍यवस्‍था का लाभ उठा रहे बैंकों, उद्योगधंधों और नेताओं के त्रिगुट को चनौती दे रहे हैं. इसमें खुशी की यह बात भी है कि अमेरिका ने इस बार यह सब कौशल अरब देशों से सीखा है. वे खुलकर गांधी को अपना प्रेरणा स्रोत बता रहे हैं. एक भी घटना ऐसी नहीं है जिसको आप किसी की साजिश के तौर पर थोप सकें. यह एक स्‍वतः स्‍फूर्त और जनता की वेदना की गहराई से जुडा हुआ विश्‍वव्‍यापी असंतोष है. अगर कल तक भूमंडलीकरण के दावेदार यह कह रहे थे कि आपसे हम बहुत निकट हैं, कोका कोला और मैकडॉनल्‍ड कुछ किलोमीटर की दूरी पर दुनिया के हर क्षेत्र में आपको मिलेगा, तो आज यह कहना अतिशयोक्ति नहीं होगी कि भूमंडलीकरण के हर प्रतीक पर आज लोगों के गुस्‍से का बादल मंडरा रहा है. दुनिया के किसी भी क्षेत्र में, पेरिस से लेकर पटना तक, और शंघाई से लेकर शाहजहांपुर तक, कहीं भी भूमंडलीकरण के पक्ष में एक भी सकारात्‍मक घटना या प्रगति दिखाई नहीं पड रही है.

     लेकिन अगर असंतोष किसी विकल्‍प के साथ नहीं जोडा गया, अगर असंतोष के मूल में भूमंडलीकरण की बुनियादी खराबी के तीनों चेहरों की चर्चा नहीं की गई तो यह असंतोष फिर बगैर किसी बडे नतीजे के घुल-मिल जाएगा. भूमंडलीकरण की तीन बडी खराबियां हैं- गरीब को हाशिए पर फेंकना, टेक्‍नोलॉजी के बहाने नई विषमता पैदा करना और पर्यावरण के बारे में कोई सरोकार नहीं रखना. इसीलिए ये टिकाउ नहीं है. जोसेफ स्‍टिग्‍लिट्ज ने ये जरूर कहा था कि भूमंडलीकरण मुमकिन है, बशर्ते कि ये न्‍यायपूर्ण हो. लेकिन न्‍यायपूर्ण होना पूंजीपतियों की फितरत में नहीं है. बगैर मुनाफा कमाए, निजी पूंजी पर आधारित कोई व्‍यवस्‍था चल नहीं सकती. मुनाफे के लिए न्‍यायसंगत दामनीति से आगे लूट-खसोट की अर्थनीति चलानी पडती है. मुनाफे में ग्राहक और श्रमिक, दोनों के साथ शोषण का संबंध बनाया जाता है, उनको मजबूर किया जाता है कि वे सस्‍ता श्रम बेचें और महंगा माल खरीदें.

     इसके बरक्‍स, इसके विकल्‍प के तौर पर जो समाजवादी भूमंडलीकरण की बात थी, जिसमें विश्‍व-बंधुत्‍व की बुनियाद पर 'जिसकी जितनी क्षमता, उससे उतना योगदान' और 'जिसकी जितनी जरूरत, उसको उतना सहयोग', यानी गरीब देशों का कर्जा माफ करना, खेती में पूंजी ले जाना, साधनहीन पानी, बिजली, सडक, शिक्षा, स्‍वास्‍थ्‍य का ताना बाना बुनना, जो किसी जमाने में विली ब्रांड की अध्‍यक्षता में गठित उत्‍तर-दक्षिण आयोग की सिफारिश थी, जिसके सचिव भारत के वर्तमान प्रधानमंत्री मनमोहन सिंह स्‍वयं थे. यह कहा गया था कि दुनिया को एकजुट करने के लिए संपन्‍न देश अपनी राष्‍ट्रीय आय का दशमलब सात प्रतिशत भी अगर एक विश्‍व‍ विकास कोष में जमा करें तो दुनिया को भूख और भय, दोनों से मुक्ति मिलेगी. लेकिन ऐसा किया नहीं गया. अब जब वॉल स्‍ट्रीट में ही हंगामे के हालात हैं तो फिर से विकल्‍प की तरफ दुनिया का ध्‍यान जा सकता है. ऐसे में इस बडी लहर का इंतजार कर रहे लोगों की ये जिम्‍मेदारी बनती है कि नई विश्‍व रचना के आर्थिक, सामाजिक और राजनीतिक पक्ष के बारे में समता और संपन्‍नता के आधार पर क्‍या नियम बनें, और क्‍या व्‍यवस्‍थाएं छोडी जाएं? क्‍या प्रतिबंधित हो और क्‍या संवर्द्धित हो, इसकी बहस शुरू की जाए. अगर हम जरूरत से ज्‍यादा तमाशबीन बने रहे, तो थकान भी आ सकती है. और जब थकी हुई जनशक्ति आक्रामक और सुसंगठित पूंजीशक्ति के मुकाबले में खडी होगी तो कहीं न कहीं से तानाशाही और जनतंत्रविरोधी ताकतों को खुराक मिलने लगेगी. यह याद रखना होगा कि फ्रांस की जनता ने दुनिया को तो समता, स्‍वतंत्रता और बंधुत्‍व का संदेश दिया लेकिन वे खुद फ्रांस को समेट नहीं पाए और उनको अपनी क्रांति के बावजूद नेपोलियन बोनापार्ट जैसे तानाशाह का युद्धान्मुख शासन कई बरस तक झेलना पडा. यही जर्मनी में भी हुआ था, जहां क्रांति की परिस्थितियां तो पकी हुई थीं लेकिन संगठन और सहयोग और विकल्‍प के बारे में सहमति का अभाव था तो हिटलर पैदा हो गया. आज दुनिया को नेपोलियन बोनापार्ट और हिटलर की जरूरत नहीं है, लेकिन गांधी कहां है, नया विकल्‍प कहां है, बेहतर दुनिया बनाने वाला नेतृत्‍व कहां है?

इंदिरा गांधी की पुण्‍यतिथि‍

श्रीम‍ती इंदिरा गांधी जिन परिस्थितियों में भारत की प्रधानमंत्री बनी और जिन परिस्थितियों में प्रधानमंत्री रहते हुए उनका दुखद अंत हुआ, दोनों ही उनको दुनिया की एक विशिष्‍ट राजनेता के रूप में महत्‍वपूर्ण बना चुकी हैं. इंदिरा जी के राजनीतिक योगदान के पांच पहलू आज की नेतृत्‍वविहीनता के दौर में और भी निखरकर दीखने लगे हैं. श्रीम‍ती इंदिरा गांधी का सबसे बडा कौशल अत्‍यंत विषम परिस्थितियों में सीधी चुनौती के साथ अपने मकसद के लिए अर्जुन जैसी एकाग्रता के साथ हर तरह के कलाकौशल का इस्‍तेमाल करके मकसद हासिल करना कहा जा सकता है. इसलिए वह दोनों अतियों की तरफ गईं. एक तरफ जब उनके प्रधानमंत्री के रूप में नेतृत्‍व को चुनौती दी गई तो उन्‍होंने अपने बाबा और पिता की बनाई कांग्रेस पार्टी को ही एक बेकार औजार के तौर पर मानकर एक पूरी नई पार्टी खडी कर दी. और जबर्दस्‍त राजनीतिक कौशल दिखाते हुए एक ऐसा नारा दिया जिसने 1971 में उनको देश ने सर्वमान्‍य नेता के रूप में विजय का सेहरा बांधा. दूसरी तरफ जब उनकी अपनी शासन व्‍यवस्‍था के दोषों को लेकर जयप्रकाश जी तथा उनके जैसे कुछ अन्‍य लोगों ने कुछ असुविधाजनक सवाल उठाए तो प्रतिपक्ष को बेअसर करने के लिए उन्‍होंने आपातकाल लगाने में भी संकोच नहीं किया. इंदिरा जी का दूसरा महत्‍वपूर्ण गुण उनकी राजनीतिक दृष्टि की तात्‍कालिकता और दीर्घकालिकता के बीच का समन्‍वय था. बैंकों के राष्‍ट्रीयकरण से लेकर बांग्‍लादेश के निर्माण में पहल तक उन्‍होंने न केवल असरदार राजनीति की, बल्कि दीर्घकालिक संरचनागत परिवर्तनों का भी नेतृत्‍व किया. इंदिरा जी का नेता के रूप में अपने अत्‍यंत यशस्‍वी जननायक पिता की परछाई से निकलकर गांव-गांव तक जनसाधारण के बीच सहज माता छवि का अधिकारी बन जाना उनकी खूबियों का सचमुच एक आकर्षक पक्ष है. इंदिरा जी को गंभीर राजनीतिक विचार दर्शन का अनुयायी या अत्‍यंत कुशल संगठन निर्माता, दोनों ही कहना मुश्किल होगा. लेकिन एक आकर्षक और सहज स्‍वीकार्य छवि को प्रस्‍तुत करने और उसको लगभग दो दशकों तक बनाए रखना भारतीय जनतंत्र के संदर्भ में मामूली उपलब्धि नहीं कही जाएगी. आज जब चौतरफा सत्‍ता प्रतिष्‍ठान के प्रति अविश्‍वास का वातावरण है, ऐसे में इंदिरा गांधी के नेतृत्‍व में तत्‍कालीन सरकार व्‍यवस्‍था ने गरीबों से लेकर वामपंथियों और पूंजीपतियों से लेकर राष्‍ट्रवादियों तक के बीच में जो आकर्षण पैदा किया था वह भी एक अजूबा ही कहा जाएगा. क्‍योंकि उनके समकालीन अन्‍य नेता टिकाउ राजनीति के जनक नहीं बन सके. शेख मुजीवुर्रहमान से लेकर जुल्‍फीकार अली भुट्टो तक दक्षिण एशिया में इंदिरा जी के समान व्‍यापक स्‍वीकृति वाला लंबे दौर का कोई दूसरा सत्‍ताधारी नहीं दिखाई पडता है. इस मायने में उन्‍होंने अमेरिका और इंग्‍लैण्‍ड के राष्‍ट्राध्‍यक्षों को पीछे छोडा. आज पीछे मुडकर देखने पर वामपंथियों से लेकर राष्‍ट्रवादियों तक सभी इंदिरा जी के शासन काल की कई नीतियों में कई दोष निकालते दिखाई पडते हैं, लेकिन यह कहना अतिशयोक्ति नहीं होगा कि उन्‍होंने जयप्रकाश जी के आंदोलन के पहले और 1980 का चुनाव जीतने के बाद सबकी जुबानें बंद कर दी थी. किसी के पास कोई विशेष मुद्दा नहीं बचा था. दलितों, अल्‍पसंख्‍यकों और सवर्णों का ऐसा संयुक्‍त मोर्चा इंदिरा गांधी के नेतृत्‍व में सामने आया जो सारी सैद्धांतिक कसौटियों से परे बन गया था. इसलिए आज भी इंदिरा जी के सम्‍मोहन में देश के मध्‍यमवर्ग और बुद्घिजीवियों का बडा हिस्‍सा उनके जैसे नेता की बार-बार तलाश करता दिखाई पडता है. इंदिरा गांधी की आखिरी बात एक मायने में उनके निजी व्‍यक्तित्‍व को लेकर है. इंदिरा जी ने जिस कौशल के साथ जननेता, राजनेता और परिवार मुखिया, तीनों के बीच में संतुलन स्‍थापित किया, वह दुर्लभ ही कहा जाएगा. आज उनकी स्‍मृति तिथि पर यह कहना अति‍शयोक्ति नहीं होगा कि भारतीय राजनीति की एक विशिष्‍ट शैली की सूत्रधार के रूप में इंदिरा गांधी का अत्‍यंत सफल कार्यकाल रहा. इस शैली के अंतर्विरोधों का भी उन्‍होंने नुकसान उठाया है. इंदिरा जी जनतांत्रिक राजनीति के इतिहास में और भारतीय राष्‍ट्रनिर्माण की महागाथा में एक अत्‍यंत महत्‍वपूर्ण मिशाल के रूप में बहुत दिनों तक प्रासंगिक बनी रहेंगी. राजनीति के सर्वोच्‍च शिखर तक जाना, पदच्‍युत होने पर हाशिए पर फेंके जाना और वापस पुनः सफलता हासिल करके अपने यश और आधार को फिर पाना- यही इंदिरा गांधी की कहानी का सारांश है.

Let us stand for safe, violence free world !


There is a call to be actively associated with ‘ One Voice ‘ a social media based campaign to pledge to stand and act against Gender Based Violence around them. We are a coalition of individuals and organisations who believe in a safe, violence free world.
So that we will give ourselves some time to reflect about the present situation of people, particularly women, children, old age persons and foreign visitors, in terms of their personal dignity and security. It may lead us to reflect about our individual and collective attention towards the challenges for a safe society. We will avoid ‘blame game’ and engage in multiple mobilisations for it to promote ‘zero tolerance’ about violence against women and other vulnerable sections of our society.
Most of us come to know about the threats and dangers creating a feeling of being ‘unsafe’ from the media reports. But when we are trapped in such a sad situation, it makes us very unhappy and agitated. At the same time, we are advised to either

i)                    ignore the experience as a bad dream,
ii)                    go to police for catching the culprits.

Both are not very acceptable advises. The first creates deep fears in our unconscious and the second may make us get more unhappy due to the high likelihood of getting ignored by the police system. But both these responses make the chain of fearless criminals grow unfettered.
It is a matter of some satisfaction that these settings are changing a little bit in some ways. Both these routine responses are getting replaced by speaking out by the affected individuals and friends. We are also getting some help from the police department as they have started advising the citizens to remember to call Number 100 as soon as they get threatened by any aggressive individuals and groups. There are more narratives by hurt individuals in the media. There are more responses by the police to the calls made by ordinary men and women.
But the need to make Delhi safe needs strengthening of third and fourth possibilities also –

iii)                    going to the media,
iv)          contacting some effective voluntary organisation who care for the safety and security of people,particularly the vulnerable sections of our society.
Media has to become motivator and monitor of the process of checking bad behaviour. Otherwise our public spaces and resources, particularly the transport facilities like Bus stops and Metro stations may become dangerous spots in the late hours as in many large cities of the world. Similarly, we need resourceful public service organisations who should cooperate with the victims of violence to take their complaint to the logical conclusion by helping them

a) in filing complaints,
b) providing legal support,
c) giving them courage and counselling,
d) helping the administration in m organising public education drives and other preventive measures in Delhi.

The schools, colleges, universities, cultural organisations, sports clubs, community groups, resident welfare associations, trade unions, and temple-mosque-Gurdwara-church related committees have to think about the need to come together and clean our surrounding by resisting the habit of violence towards women, children, old age persons and foreign visitors.
Let us all tell each other that we stand for safe society and we will help anyone who comes forward to join in it. This has the potential for the rest of the nation to come together and say that we stand against Gender Based Violence.

A Day with Swami Agnivesh soon after The Big Boss Show

All informed and concerned citizens know about Swami Agnivesh as he has been an iconic figure in the public life since 1960s. You may like him or dislike him for his views, activities and vision but who can ignore him! He is recognized as a radical Sanyasi. He has earned a place of honour in the Indian society as a fearless social reformer for the last five decades. At the same time, he has been also at the centre of several controversies. But each occasion made him more well-known and more significant. Presently he has attracted national attention due to three controversial situations – first of all due to his failed role as interlocutor between the Maoists of Chattisgarh and the state of India, then due to his open disagreement with Team Anna about the tactics of anti-corruption movement  and more recently for  his participation in Big Boss TV show .

I have also known him and about him since 1970s – first from some distance and later quite closely. We have participated together in a large number of political initiatives since the days of JP Movement for Total Revolution. Getting him to share his reflections about Dr. Rammanohar Lohia for a Lohia Centenary Number of Akaar (Kanpur) in October, 2010 and interacting with him in the Jaipur and Allahabad Conferences of Lok Rajniti Manch in 2010 - 11 were my last social activities with him.  He came to JNU in late April of this year after the Dantewada episode to invite to join a group of concerned citizens to pressurize the government to adopt a developmental approach to engage the people of the Red Corridor rather than the prevailing militaristic solutions. I failed to fulfill his expectations due to a number of constraints including time and resources and he was not happy with it.
But the organizers of Commander Arjun Singh Bhadauria Centenary Programme at Etawah gave me a special opportunity to be continuously with him and his close associate Shri Manu Singh (a former student activist of JNU) for 18 hours soon after he came out of his three days in the Big Boss
Show.  The Centenary Programme was being organized by the people of Etawah with the initiative of the associates of Commander Sahab and as well as the colleagues of Shri Sudhindra Bahadauria. Socialist freedom fighter Bhadauria ji was one of my socialist heroes since 1960s. Swami Agnivesh ji was also associated with him since the JP movement days.  They became close to each other in the Janata Party and Janata Dal phases of national politics.  
Swamiji had come to New Delhi from Mumbai after the Big Boss Show shootings on the night of 11th Nov. and the next day early morning I joined him at 6am at the national office of Bandhua Mukti Morcha at Janatar Mantar to catch Shatabdi Express to reach Etawah.  Inspite of a great role in the freedom struggle, socialist movement, Anti-Emergency resistance and the anti – corruption movement led by Shri V.P. Singh, Etawah is one of the most neglected districts of central Uttar Pradesh. It is at the bank of Chambal River and is also a meeting point of U.P., M.P. and Rajasthan. It is at a distance of 300 kms from New Delhi and represents ‘Bharat’ in so many ways. It takes 4 hours to reach there by fast trains.
We began our journey by looking at several Hindi and English newspapers. Then came the opportunity to exchange our concerns and ideas about the present national situation, including the challenges and opportunities, while sitting next to each other in the Shatabdi Express Chair Car seats. We also heard each other in the public meeting while remembering Shri Arjun Singh Bhadauria and Mata Sarala Bhadauria and their contributions towards the national movement, socialist movement, J.P. movement, and later movements for social justice and dignity to weaker sections, communal harmony and protecting the interests of workers, peasants and weavers. My day with him ended with watching the last episode of his stay in Big Boss Show at his residence around 11pm after returning to New Delhi.
What were the key points in the public speech and press statements of Swami Agnivesh at Etawah?  He began in a very personal way by sharing his life journey as an Arya Samaji Sanyasi after leaving the job of a college teacher and a High Court lawyer in 1965 at Kolkata. He told the audience about his moments of successes and failures of the last five decades of public engagement.  Then he brought the audience to the present situation by reminding that the country is not moving forward as the United Nations Human Development Report of 2011 has found us lagging behind at 137th rank in the global comity of nations. The condition of Kisans, workers and handicraft based occupations is miserable. The crisis of governance is growing in every part of India except a few metropolitan centres. So we have to start with political reforms, particularly the election system and the governance apparatus.  We need leaders like Jayaprakash Narayan who did not allow personal egos to come in between the need of the hour and their initiatives.
What is the plan of Swami Agnivesh beyond team Anna and Big Boss? He was going to offer his services to create conducive conditions to bring together all positive forces. It will be his effort that the anti-corruption movement gets strengthened by not only Team Anna but a much larger force of Team India. He feels that it is important to be creating a situation of ‘creative tension’ in our relationship with power elite irrespective of their political identity. It will be wrong to become partisan. Only this will maximize our impact. It is imperative to facilitate inclusion of all the concerned.  Give space to all the active groups for realizing people’s potential for collective action for a better tomorrow. He concluded  by giving a call for organizing a rally of 1 Lakh people after four months in Etawah to give support to the national dream of a corruption free India under the leadership of Team India. He was confident this rally will set a new pattern of people’s participation at the district level all over the Awadh and Agra region which has been always one of the most mobilized zones of people’s action since the days of freedom struggle and socialist movements due to the selfless leaders like Arjun Singh Bhadauria and Sarala Bhadauria.
I got to listen to various elaborations of these comments in a variety of exchanges between Swamiji, political activists, media persons and general people, particularly young men and women throughout the day.  There were several phone calls from different corners of India and abroad. Then there were interactions during the train journey between a variety of persons and Swamiji. They came to Swami Agnivesh ji to convey their ask questions. To share concerns. Also to pay respect.  Many of them got themselves photographed with him. Several students and youth also requested him for some message and autograph. A few expressed their surprise that why he was in the train as they were expecting him to continue in the Big Boss Show! A medical graduate woman came to get his blessings for her next examinations while a small group of girl students led by their teacher wanted to invite him to their school in Kanpur. A middle aged professional came to express his resentment about the growing distance between Team Anna and Swami Agnivesh as he thought that it is not in the interest of our national hope to have a corruption free India.
Did he get tired at the end of all this – 8 hours of sitting in Chair Car and 4 hours of public meeting! One hour of public lecture and then one hour of press conference and no time for sleep or rest. I asked as we got down from the train at New Delhi Railway Station around 10.15pm. He agreed that it was a long day but he was feeling satisfied and happy as it was a day of many positive events and engagements. He also felt that the response in the Etawah programme was very encouraging as he felt that there was sincerity and enthusiasm among the people, particularly the youth. He thought that there is the possibility of a greater mobilisation than the J.P. Movement, only if we may bring at least five hundred sincere people and locally active groups together across the country who will be prepared to work together for a year or so with mutual trust and cooperation.
Indeed, it was a very special journey with a very significant face of active India who has the rare power of connecting with the men and women of all ages and classes and regions. This radical Sanyasi is in no mood to allow a few controversies to detract him from his goals which were set five decades ago as they look nearer to him than ever before. Provided he is able to protect the spirit of creative tension as well as is able to succeed in convincing the fellow activists about the need and method of connecting with the people around  not any individual, but the great dream of a better tomorrow for all of us.

Mobilisation for changing the political culture : Looking Beyond the Jan Lokpal Bill.

Why there is a growing sense of frustration as well as helplessness about the prevailing political culture? What can be done today by each one  and any one of us about it beyond the Jan Lokpal Bill and December, 2011?  
There are three clear reasons, if not more. First of all, as a citizen we are given to feel that we do not count as citizens unless we become identified with a caste group, interest group or political formation. It gives any alert citizen a sense of ‘unbearable lightness of being’, which is always very uncomfortable. Secondly, there is a declining significance of politics of common good and nation-building. It makes you doubt the relevance of the ideal of being a good Indian and encourages you for a bit more carelessness about the duties as citizens of India. Finally, there is growing weight of ‘money power’ and ‘political patronage’ ( or ‘connections’) in all walks of life. You need either money or ‘contacts’ or both in most of the times  – from a bed in the hospital to a seat in schools and colleges to a satisfactory response from bureaucracy, police and judiciary. Your being a law abiding and honest citizens counts so little in getting your dues from the system.  Only your status and contacts make the world move in getting you justice and security.
This is not a healthy situation and it needs to be changed.  It is not changing because there are some well organized groups and forces who are getting benefits out of it.  At the same time, some of the alert and fearless people have come forward to make a change in it by identifying corruption at high places and lack of respect for accountability among the position holders as two intertwined facts of our public life as the root cause. They are correctly mobilizing the opinion in favour of a better system of supervision and punishment to punish the corrupt and irresponsible elements in our governance system.
It is a much needed first demand  as it has the capacity to create the needed social support and nation-wide consensus for  interrogating the forces responsible for declining fairness in our national life, and the consequential loss of trust between the citizens and the state. The growing support for Jan Lokpal Bill is a great symbol of this national awakening about the need to get counted against the prevailing prominence of those who are a) promoting crony capitalism in the name of liberalization, b) crime - politics nexus under the cover of representative democracy , and c) a culture of ‘black money’  through the facade of globalisation.
But this process of awakening the nation through mobilising peoples power in favour of the demand to check corruption at high places by introducing the provision of a very powerful authority – Jan Lokpal - of vigilance, investigation and punishment is only the first step. What about the immediate next steps to get us going towards a political culture beyond the politics of patron-client networks and in-built corruption.?  How we move in the direction of reinventing the Indian democracy for getting it based upon active citizenship, which was the key for the success of our national movement for freedom for the foreign rule! We need to think about it. Is it not necessary to go for a three dimensional change after the Jan Lokpal Bill – reforming the election process, cleaning the party system, and decentralizing the state, and not rolling back, to create space for the effective institutionalization of Zila Sarkars and Gram/ Nagar Swaraj.
The need of putting an end to the pollution of our election process due to the togetherness of three Ms – money power, muscle power and media power is already getting some attention in the context of identifying the preventive measures in favour of creating a corruption free political leadership. State funding of elections, right to reject, right to recall, a new mix of electoral reforms to promote inclusive politics against identity politics and vote bank politics, and a functional value of the party workers in the election process are some of the urgent issues.
But this cannot be done unless we make our political parties sanitized through restoring their ideological contents and transparency in their functioning. We cannot afford to deepen our democracy on the basis of ad-hocism based party system, nepotism  based leadership, and corruption and opportunism based coalition system. Let us not take any more risks about it. The society has to become responsible for creating a healthy party system including a proper system of party building, ideological training, programmatic clarity, inner democracy and healthy sources of financial support. We have to fund not only our election system but also invest in creating healthy political parties. Let us give some money, as party building and election process tax, for it so that good money pushes out the bad (‘ black’) money from the political discourse.
There is also the problem of growing disconnect between the level of policymaking and levels of programme implementation.  Can this be achieved without giving new content and enough strength to the concept of ‘Zila Sarkar’ and ‘Gram Swaraj’? We are getting more and more centralized in search of new policies and programmes. For example, the national parliament is nearly over whelmed by National Advisory Council. Similarly the state level governance system is becoming more and more influenced by the lobbyists of the corporate and global players than the elected representatives of the people in the provincial assemblies. This problem was anticipated by the votaries of Gram Swaraj and decentralization, particularly the Gandhians and Lohia led socialists, from the very beginning of the debate about structuring the state apparatus beyond the colonial discourse of power.  The plea of Jaiprakash Narayan for the reconstruction of the Indian polity and the Lohia line for a four – pillar state ( Chaukhambha Raj) deserve a fresh look to restore the linkages between our community life and the governanace system. The 73rd and 74th Amendments proposed by Shri Rajiv Gandhi, after the successful initiatives of the state level decentralisation to take government to the doorsteps of the voters , by the governments of the Janatra Party ( Karnataka), the Left Front ( West Bengal and Kerala), and Telugu Desam Party ( Andhra Pradesh), was one of the boldest steps to promote the possibility of decentralisation and good governance through citizen-centric decision-making and programme implementation bodies. It was made very attractive by the provision of reservation for women and the other weaker sections in the grass roots governance authority.
But it all got disoriented due to the pressure of  IMF and The World Bank sponsored ‘ Manmohanomics’  -  rolling back of the state from the economic sphere and enlarging of the spaces for market mediated economic projects and neglect of villages and agriculture based economic activities since the early 1990s.  It became the vehicle of decentralization of corruption and misrule. Let us look at our present system and its growing distance from us – the voters. It may be a better world if we have more power to the Gram and Zila Sarkars as they will be a little more visible, accountable and responsive to our needs of daily life – water, electricity, health care, employment, housing, education, social justice, environmental protection, waste-management, and law and order. Bihar has made some improvement by restoring its faith in the process of decentralization and coupling it with gender justice and political empowerment of the weaker sections. If it has worked in Bihar - the national sanctuary of Jungle Raj for more than 15 years, nothing can prevent it from working for us in the rest of the country!
Can we expect that these next  steps - beyond the Jan Lokpal Bill and the December, 2011 session of the Loksabha -  may become part of the priorities of the five key players of today’s political order : Group Anna ,  the National Advisory Council, the UPA Government , the NDA parties and the Left Front? Why not? But if it is beyond them,  some others (including us) will have to move on through citizen action groups – small and big - with our own concern for a sane society, collective power  of active citizenship,  and commitment  for a better tomorrow by re-constructing the democratic  framework for a healthy system of  polity - society relationship.
